Kuching City Plan 2030
Kuching, Malaysia

Kuching is the gateway to Sarawak and East Malaysia and is emerging as a significant international tourist destination. The city’s economy is anchored as the seat of local and state government, national and international finance sectors and is rapidly transitioning towards a service-based economy. This status as a gateway city and the success of the economy has underpinned significant population growth which is expected to double to 1 million by 2030. This will place significant pressure on existing infrastructure and community facilities and require the additional planning for infrastructure and the allocation of resources to cope with this growth.

COX, along with Konsortium Malaysia and ASL, were commissioned by the Ministry of Urban Development and Natural Resources (MUDeNR) and the State of Sarawak to develop the Kuching City Plan (KCLP) for 2030; a new vision for the city as well as a framework for future planning and development. The study area comprises three local government areas which capture a range of land uses, character areas, demographics, employment industries, cultural elements, tourism destinations and environmental considerations.
The study included a comprehensive stakeholder engagement process to capture community aspirations and establish appropriate measures for its realisation. The community engagement process included pop-ups in highly visible and accessible areas around the City and a interactive website that worked on kiosks, laptops, tablets and mobile phones, which enabled community members to make carefully considered contributions to the Draft Plan from the comfort of their own home, or during a break in their day.
