The Camellia-Rosehill project represents a unique opportunity to develop a Place Strategy tailored to the character, culture, and community of one of Parramatta’s strategically significant riverside precincts. COX led a multi-disciplinary team to craft the Camellia-Rosehill Place Strategy, playing a central role in the preparation, facilitation and documentation of an intensive ‘enquiry by design’ process. The Place Strategy forms a guide for future growth over the next 20 years, to provide amenity for all by rejuvenating the precinct and enabling its sustainable growth.

Camellia will be a showcase of recovery and restoration – a place of economic prosperity but also a place where people love to live, work and enjoy.
With Camellia-Rosehill’s most vital asset, its extensive interface with the Parramatta River, being long underutilised, the Place Strategy emphasises the need to connect to the riverfront, while also delivering a vibrant 18-hour entertainment precinct, a thriving residential town centre, and a new urban services precinct. With residential areas supported by retail outlets, and strategically significant industrial land recognised and retained, the Place Strategy enables up to 15,400 jobs and 10,000 homes within the precinct.

Five guiding strategic directions identified in the Place Strategy will play a critical role in informing future development in Camellia-Rosehill:

– Boost economic activity and employment opportunities.
– Improve access and sustainable travel options and choices.
– Deliver high-quality place outcomes.
– Be net zero by 2040 and deliver a holistic approach to environmental management and sustainability.
